The N.C. Senate's 1998-99 budget proposal includes raises for Carolina faculty
and staff, as well as $23.9 million for University building projects and $2.8
million for graduate student support.
The Senate budget now goes to the N.C. House of Representatives, which will
have its say on the spending plan over the next several weeks. The Senate
proposal calls for any salary increases in the final state budget to be
retroactive to July 1.
A breakdown on the Senate's salary proposal:
* Faculty--average raise of 3 percent and 1 percent bonus pool (both to be
distributed according to Board of Governors' instructions);
* EPA staff--average raise of 3 percent and 1 percent bonus pool (both to be
distributed according to Board of Governors' instructions); and
* SPA staff--2 percent raise for career growth, 1 percent raise for cost of
living and 1 percent performance bonus (employees will have to meet certain
eligibility requirements to receive each of the three portions).
The $2.8 million in the Senate budget for graduate student support would come
from a pool of $8 million for the UNC system.
The University's share would pick up the tuition tab for all in-state students
serving as teaching assistants, research assistants, fellows and trainees.
The funds also would cover a 98-slot increase in the number of tuition
remissions for out-of-state graduate students, jumping the total to 1,304.
Tuition remission means out-of-state graduate students pay the same annual
tuition as North Carolina residents.
For University building projects, the Senate proposal includes:
* $9.33 million for renovations to the House Undergraduate Library;
* $6 million for a medical biomolecular research building/site development;
* $1 million for Paul Green Theater;
* $1 million for renovation/planning of Memorial Hall; and
* $6.57 million for renovation and addition to the Knapp Building.
